Operation and Control The WDM Branch of Water and Sanitation, City of Cape Town, provides a effluent reuse service to various industry, schools and sporting facilities as well as the agricultural sector to offset potable water use. In order for this service to continue 24 hours a day, the filtration system needs to operational and functional all the time. The supply of the filter screen cartridges will ensure minimum downtime, improve on service delivery, and reduce load on staff and stakeholders when required to be cleaned or replaced. To this end, the city of Cape Town has been upgrading the treated effluent pump stations infrastructure to a more robust filtration technology that meets the demands of the service delivery. This filtration and control operation is described below. The control and operation of the filters is controlled by a dedicated filter control unit. This control unit operates as a stand-alone controller regulating the filters performance and backwash cycles, additionally, the controller provides Industrial ethernet TCP/IP interfacing to the pump station PLC to allow read-only access of filter control parameters and performance. Under ideal conditions only one filter shall be the duty filter. The second filter shall be an assist filter and shall be brought to duty to assist the duty filter, if required. The total number of filters on duty shall be determined by the operator based on the incoming water quality from the plant. There shall always be a standby filter for all flow conditions. The automatic self-cleaning mechanism shall control the backwash procedure in accordance with a timer or alternatively via monitoring of the pressure drop across the screen. During backwashing, the filtrate flow shall not stop flow into the filter. The filters shall be capable of activating the cleaning cycle without intervention from the operators. Where multiple screen elements and cartridges are housed inside the filter, only one element or cartridge strainer shall be in the backwash state at any given moment. After the "back-flushing time per filter element" has elapsed, the back-flush valve shall close. The gear motor then rotates the flushing arm further to the next filter element(s) to be cleaned. The back-flush valve is opened again, and the filter element or elements are back-flushed. A full back-flush cycle is complete once all filter elements of the unit have been cleaned and the system repeats. IMPORTANT QUOTATION CONDITIONS The quotation condition listed below are in addition to those contained in the CCT standard quotation conditions and must be fully complied with Clause 3 General Obligations 3.6.1.1 For this quotation, purchase orders / works packages will be determined and created as follows 3.6.1.1.2 Based on the rates as reflected on the Price Schedule as and when required and to the supplier as awarded by the SCM delegated authority. The RFQ will be awarded based on rates and the quantities listed. This does not represent the exact quantity to be ordered, as the City of Cape Town reserves the right to order none Or less Or all Or Additional units during the contract period, depending on departments budget and operational requirements up to the value of R750 000 including vat. CLAUSE - 2.14.1 <(>&<)> 2.15 Provide, on request by the CCT, any other material that has a bearing on the quotation offer, the supplier’s commercial position (including joint venture agreements), preferencing arrangements, or samples of materials considered necessary by the CCT for the purpose of the evaluation of the quotation. If the Specifications require the supplier to provide samples/technical data sheets, these shall be provided strictly in accordance with the instructions set out in the Specification. If such samples /technical data sheets are not submitted as required in the bid documents or within any further time stipulated by the CCT in writing, then the bid concerned will be declared non-responsive. The Municipal Bidding Document 6.1 is attached, to be eligible for preference points bidders are required to submit a duly completed, current dated MBD 6.1 document with supporting documents with every RFQ submission, failure to submit will result in zero-point allocation. Please note that the MBD6.1 document is valid a year from date of signature. Failure to comply with the above will result in a zero (0) allocation for preference points.
